do not bump so fast, because the thread will be closed...
1. you can salvage the +20 Illusion mod
2. you should merchant it

none of them is max damage
the first one also misses a casting mod
the second has two mods, but they are to imperfect

you would not be able to sell those two staves to anyone in the game... you should just go to a Merchant in an outpost a sell the staves to him (for the price that is written under the staffs specs eg. 213 gold)
